The U.S. Department of Justice has opened a criminal investigation into the fatal police shooting of a black man in Sacramento, California, last month, the Sacramento Bee reported on Wednesday.

Stephon Clark, 22, was shot by police in their grandmother’s backyard on March 18. Officers said they thought Clark had a gun, but they were only carrying a cellphone.

The Bee said the investigation was confirmed by a source close to the investigation who was not authorized to speak publicly.

The Justice Department declined to comment on the report.

The shooting sparked days of protests in Sacramento, with demonstrators blocking access to a Sacramento Kings basketball game and the state Capitol.

The two officers involved in the shooting have been placed on paid administrative leave.

The Sacramento Police Department has said the officers were responding to a report of someone breaking car windows when they encountered Clark in the backyard.

The department said the officers believed Clark was pointing a gun at them, but investigators later determined they were holding a cellphone.

The department has released body camera footage of the shooting, but it is unclear what the officers saw in the dark.

The Sacramento County District Attorney’s Office is conducting a separate investigation into the shooting.

The Justice Department has opened a number of civil rights investigations into police shootings in recent years, including the 2014 shooting of Michael Brown in Ferguson, Missouri, and the 2015 shooting of Walter Scott in North Charleston, South Carolina.
