Penny st Martin

Penny St Martin currently serves as the Chief People Officer at East and North Hertfordshire Teaching NHS Trust since July 2025. Prior to this role, Penny held various senior positions at A2Dominion Group, including Group Director of People Services and Group HR Director, since October 2017. In a long tenure at Transport for London starting in October 2006, Penny served in multiple capacities, notably as Org Design and Implementation Lead and Head of HR for Surface Transport. Earlier career experience includes significant roles at the Metropolitan Police from 2000 to September 2006, where Penny was Head of HR Planning and Performance and Fairness at Work Co-Ordinator. Academic qualifications include an Advanced Award in Organisation Design and Development from CIPD, a Master’s degree in Personnel and Development from the University of Westminster, and a BSc (Hons) in Policing from Canterbury Christ Church University.
