Carlos Gallinar, AICP, CNU-a, serves as Principal and Planning Director at Able City since March 2023, after founding Gallinar Planning & Development in August 2018, where a focus on urban planning and community development in El Paso, Texas, was established. With over 20 years of experience, Carlos Gallinar has held key positions including Executive Director for Planning & Innovative Schools Construction at the El Paso Independent School District and Deputy Director for Planning at the City of El Paso. Previously, Carlos Gallinar was the Director for Community & Economic Development at La Fe Community Development Corporation. An educational background includes a Master’s degree in Community Development and Urban Design from Rutgers University and a degree in English Literature from The University of Texas at El Paso.
