Quinton is a multi-award-winning labor and employment attorney and seasoned HR executive with a proven track record of driving growth and operational excellence through data-driven insights, innovative strategies, and people-centered solutions. He brings over a decade of leadership in public sector human capital management. Prior to joining the ACLU, he served for seven years as Chief Human Capital Officer for the City of Baltimore, where he was instrumental in modernizing HR systems and operations, advancing equity-driven talent initiatives, optimizing compensation structures and driving strategic workforce planning. His tenure significantly impacted City governance, particularly in enhancing talent acquisition and development, performance management, and HR transformation across municipal departments.
Before leading the City’s HR office, he served as Deputy Labor Commissioner in Baltimore for nearly five years overseeing labor policy, collective bargaining strategy, employment law, and labor and employee relations stratagem. He served as a trusted labor advisor to four mayors.
Additionally, he served as president of the Maryland Labor and Employment Relations Association, where he championed fair negotiation and cooperative problem-solving. He also served on the board of directors for the Labor and Employment Relations Association, a national organization promoting collaboration among management, labor and neutrals to improve mediation and arbitration outcomes.
Quinton is a 2015 American Arbitration Association A. Leon Higginbotham, Jr. Fellow and has published several scholarly articles in ADR journals. His legal background and strategic HR expertise make him exceptionally well-positioned to lead the ACLU’s people agenda at this critical time.
