Rachel Speer

Rachel Speer, PE, is a Senior Project Manager at Ada County Highway District since June 2021, with a robust background in engineering and project management. Previously, Rachel held the position of City Engineer for the City of Middleton from November 2020 to June 2021, and served as a Senior Project Manager at Akana from February 2016 to November 2020. Rachel’s earlier roles include Assistant Public Works Director for the City of Woodinville, WA, where major federal environmental compliance initiatives were implemented, and Senior Civil Engineer at King County Department of Transportation, managing multi-million dollar bridge and roadway replacement projects over a ten-year period. Rachel's career began as a Civil Design Engineer at Entranco from 1998 to 2000. Rachel earned a B.S. in Civil Engineering from Iowa State University, graduating in 1998.
