Paul Breakman has a diverse work experience in various industries. Paul started their career as an Attorney Advisor and Law Clerk to the Chief Administrative Law Judge at the U.S. Department of Labor. Paul then worked as an Associate Attorney at Rubin Winston Diercks Harris & Cooke, LLP. Following this, they became a Partner at Duncan & Allen, where they practiced law.

In 2014, Breakman joined the National Rural Electric Cooperative Association (NRECA), where they held several roles. Paul started as the Senior Regulatory & FERC Counsel in the Government Relations Department, advocating for matters related to the Federal Energy Regulatory Commission (FERC). Later, they moved to the Business and Technology Strategies Department as a Senior Director, focusing on business solutions for the membership. In 2020, they were promoted to Vice President of the Business and Technology Strategies Department, where they provided thought leadership and expertise in areas such as electric utilities, power markets, and grid modernization. Paul also played a key role in securing federal funding for rural broadband projects.

In 2023, Breakman joined Adtran as the Vice President of Business Development. Paul focused on bringing solutions to the utility sector, with a specific focus on the electric cooperatives, municipal utilities, tribes, and other industry stakeholders. Paul leveraged their relationships and expertise in broadband deployment strategies, community engagement, and the policy landscape to assist customers and provide thought leadership. Additionally, they addressed digital inclusion/equity considerations in broadband initiatives, ensuring affordability and access to underserved populations.

Paul Breakman has a Doctor of Law - JD degree from Tulane University Law School, where they also obtained a Certificate in Maritime Specialization. Paul holds a Bachelor of Arts - BA degree from UC San Diego, where they majored in Communications and double minored in Law & Society and Ethnic Studies.
