Rosa Plasencia has a diverse background in law and advocacy, with a focus on healthcare and disability rights. Rosa has held various managerial and supervisory roles in organizations such as ADvancing States, Wisconsin Department of Health Services, and Elder Law and Advocacy Center. Rosa's experience includes program management, policy development, and overseeing quality assurance programs for aging and disability services. Rosa is a graduate of University of Wisconsin Law School and holds a J.D. degree, as well as a B.A. in Women's Studies with Honors from University of California, Santa Cruz. Rosa's expertise lies in health advocacy, patient empowerment, and benefit programs for adults with disabilities.

ADvancing States
ADvancing States was founded in 1964 under the name National Association of State Units on Aging (NASUA). In 2019, the association changed its name to ADvancing States. Today, ADvancing States represents the nation’s 56 state and territorial agencies on aging and disabilities and long-term services and supports directors. ADvancing States supports visionary leadership, the advancement of systems innovation and the articulation of national policies that support long term services and supports for older adults and people with disabilities.
