David Lucas Parrrón

Born in Madrid in 1968, he holds a PhD in Law from Carlos III University in Madrid, specialising in public law. He has a bachelor's degree in law from Complutense University in Madrid, a master's degree in Territorial and Urban Development Policy from Carlos III University in Madrid, specialising in City Planning, and a master's degree in Public Law from Carlos III University in Madrid (best academic record and summa cum laude).

During his extensive career in Spanish politics, he was elected Senator from Madrid in the 12th legislature; mayor of Móstoles, spokesperson for PSOE in the Madrid City Council; deputy mayor of Getafe; president of the Spanish Delegation to the Congress of Local and Regional Powers of the Council of Europe, and president of the International Relations Committee of the Spanish Federation of Municipalities and Provinces; and he was responsible for implementing the 2030 Agenda in Spanish municipalities.

In addition, Lucas has been a member of the Steering Committee of the Council of European Municipalities and Regions, the Steering Committee and Executive Bureau of Cities and Local Governments United, and the OECD Interparliamentary Network. In municipal matters, he was the chairman of the Association of Municipalities of the South, vice-president of the Federation of Municipalities of Madrid and president of this federation's Tax Commission.

In the field of education, he has taught Financial and Tax Law in the History of Law programme at Carlos III University in Madrid; Financial Law and Constitutional Law at the Universidad de Nebrija; and Political Science and Management and Public Administration at the Universidad Complutense.

In February 2020, he became Secretary General of the Ministry's Urban Agenda and Housing.
