It relies on the methodology that investment markets reflect new information quickly into a stock price, but not immediately, plus the assumption that of value is not fully efficient as valuation methodologies are subjective in nature.
 
This arises because each investor has different information, risk tolerance, mandates, opinions or valuation models that affect the assessment of valuation and ultimately the timing for trading an investment opportunity. For this reason, asset prices adjust slowly over time rather than automatically to new and changing information in the market and the volume of trading in the securities adjusts as more investors identify opportunities.
