Ricca E.

Ricca E. has extensive experience in hospital finance and behavioral health management, currently serving as the Director of Hospital Finance at Alameda County Health since October 2009. Key responsibilities include overseeing a $180 million Measure A Tax Revenue, managing intergovernmental transfer activities amounting to $145 million, and handling revenue maximization initiatives and supplemental funding for both public and private hospitals. Previous roles include Assistant Director of Substance Use Disorder Behavioral Health, where Ricca managed a $250 million program budget and various contracts, as well as positions focused on intergovernmental transfers and community capacity. Additional experience includes risk management, contract negotiation, and program evaluation across various departments.
