Hilary Spencer has a diverse work experience spanning multiple industries and organizations. Hilary currently serves as the Chief Executive of Ambition Institute since October 2019. Prior to that, Hilary held prominent positions in the UK Civil Service, including Director of Government Equalities Office from July 2016 to October 2019, and Director of Civil Service Learning from September 2014 to July 2016. Additionally, they served as Chair of Academy Council at Oasis Academy South Bank from March 2013 to February 2019. Hilary's earlier roles include Director of Strategy, Performance, and Private Office Group at the Department for Education from July 2012 to December 2013, Principal Private Secretary at the Department for Education of UK from March 2011 to August 2012, and Deputy Director at the Department for Children, Schools and Families - UK Government from August 2007 to August 2009. Hilary also gained international experience as an Education Specialist at The World Bank from September 2009 to May 2010. Hilary began their career as a Policy Adviser in various roles at the UK Government, European Commission, and the Department for Education and Skills.

Hilary Spencer attended the University of Oxford from 1998 to 2001, where they pursued a degree in Politics, Philosophy, and Economics. In 2006, they enrolled at the University of Birmingham to complete their MSc in Public Service Management, which they completed in 2008.
