Beth Hughes has a diverse work experience, starting in 2004 as an Immigration Assistant/Designated School Official at Florida State University. Beth then advanced to the role of Senior Graduate Admissions Officer, where they supervised a team and interviewed and trained new employees. In 2007, they briefly worked as an International Credentials Evaluator at American University. After that, they joined the American Society of Travel Agents as a Research Analyst, where they conducted surveys, analyzed data, and drafted research reports. In 2008, they transitioned to USA Rice as the Manager of International Policy, responsible for developing and executing trade policy and promotion activities. From 2013 to 2020, they worked at the International Dairy Foods Association, initially as Director of International Affairs and later as Senior Director. In 2020, they joined the American Apparel & Footwear Association as Vice President of Trade & Customs Policy.

Beth Hughes earned a Bachelor of Arts degree in Political Science from The George Washington University in 2002. Beth then pursued a Master of Arts degree in International Affairs at Florida State University from 2004 to 2006. Additionally, in 2001, they attended Nanjing University for a brief period to study Chinese language and culture, although they did not complete a degree there.
