Tom Bayne has extensive experience in civil and geotechnical engineering, currently serving as the President and Chief Executive Officer of Soils Engineering of California since May 1977. In addition to this role, Tom Bayne has been the President of the Kern Chapter of the American Council of Engineering Companies since June 2014, contributing to an organization that represents over 5,000 engineering firms. Tom Bayne also held the position of Chapter President for the California Council of Civil Engineers and Land Surveyors in 1980. Tom Bayne earned a Master of Science in Civil Engineering with a focus on Geotechnical Engineering and a Bachelor of Science in Civil Engineering from the University of California, Berkeley, between 1971 and 1975.
