Frank Kolb

Frank Kolb has extensive work experience in various roles related to legislative affairs, government relations, and policy development. Frank currently works as the Federal Legislative Affairs Director at ASHP. Prior to this, from 2019 to 2022, they served as an Employee Benefits Law Specialist at EBSA, OHPSCA, DOL.

From 2014 to 2019, Frank worked at the Delta Dental Plans Association where they held two roles, including Director of Policy and Regulatory Relations and Director of Federal Government Relations.

Before that, they served as the Director of Policy and Government Relations at Maryland Health Connection from 2012 to 2014.

Frank also has experience as a Program Analyst at the Center for Consumer Information and Insurance Oversight from 2010 to 2012.

From 2003 to 2010, they worked as an Associate at Copeland, Cook, Taylor & Bush.

Additionally, Frank has volunteered for the Ronnie Musgrove for United States Senate Campaign in 2008 and served as a Health Care Advisor at the National Association of Counties from 2002 to 2003.

Frank'scareer started as a Legislative Assistant for Congressman Bobby Rush from 2000 to 2002, and then as a Legislative Assistant for the Senate Human Resources Committee under Sen. Judith Zaffirini from 1998 to 1999.

Frank Kolb earned a Bachelor of Arts degree in Political Science & Philosophy from American University between the years 1990 and 1993. Frank then pursued a Juris Doctor degree in Law from the University of Houston Law Center from 1994 to 1998. Following that, they attended The University of Texas Health Science Center at Houston (UTHealth Houston) from 1998 to 2000 and obtained a Master of Public Health degree in Public Health.
