Jay Eckhart has a diverse work experience spanning over several years. Jay began their career as an Operations Officer in the US Army from 1994 to 1997. Afterward, they worked as a Test Officer at the Aberdeen Test Center Aberdeen from 2008 to 2010. In this role, they reviewed requirements documents, budgeted, drafted and reviewed test plans for new equipment. Jay also oversaw the testing of candidates for Mine Resistant Ambush Protected All Terrain Vehicle (MATV) and evaluated modifications to the suspension system of the Marine Corps High Mobility Multipurpose Wheeled Vehicle.

From 2010 to 2011, Jay served as a Science and Technology Advisor at the 402nd Army Forward Support Brigade. Jay provided visibility for various science and technology and acquisition capabilities and acted as the primary contact for program managers and military services.

Jay then moved on to become the Deputy Program Manager at the Joint Program Executive Office Chemical and Biological Detection from 2011 to 2013. Here, they led the Acquisition Support team and oversaw chemical detection programs, ensuring adherence to technical, cost and schedule baselines, and coordinating acquisition reviews at high levels.

Following this, Jay worked as a Program Manager and Team Leader at BRTRC Federal Solutions from 2013 to 2017. Jay managed programs and teams, and their expertise contributed to successful project outcomes.

Most recently, Jay was employed as a Team Lead at Serco from 2017 to 2022.

Currently, Jay serves as a Business Consultant at American Technology Solutions International Corp. (ATSI), starting in 2022.

Jay Eckhart attended West Virginia University from 1978 to 1981 and obtained a Bachelor of Science degree in Engineering of Mines.
