Frank Hulmes

Frank Hulmes is a seasoned benefits management professional with extensive experience in strategic planning and vendor management. Currently serving as Senior Manager of Benefits at Amtrak since December 2020, Frank is responsible for the implementation and ongoing operations of Group Benefit programs, including Health & Welfare and Retirement plans. Previously, Frank held the position of Senior Benefits at Christiana Care Health System, overseeing the administration of various employee benefit programs for over 19,000 members, while also managing the benefits budget and conducting financial analyses. Frank's earlier roles include Project Coordinator at Aetna and Managing Owner at American Benefits Group of DE, along with experience as a Department Manager at Ritz Carlton Hotel Company. Frank holds a degree in Business from the University of South Florida and a Bachelor of Science from Wilmington University.
