Afzal Mazumder is currently serving as the District Horticulture Coordinator for ARIAS Society since September 2023, focusing on agriculture, agribusiness, rural infrastructure, and citizen services. Prior to this role, Mazumder was the Chief Executive Officer at Farmer Producer Company Ltd from September 2022 to August 2023, where responsibilities included administrative tasks, agricultural extension work, capacity building training, and rural development initiatives. Previous experience also includes a brief position as a Sales Executive at Dayal Aqua Science Pvt. Ltd, and as a Marketing Assistant at Dubori Technologies Pvt Ltd. Afzal Mazumder holds a Post Graduation in Extension Management from the National Institute of Agricultural Extension Management and a Post Graduate Diploma in Rural Development from Indira Gandhi National Open University, alongside a Bachelor of Science in Agriculture Science from SRI DEV SUMAN UTTARAKHAND UNIVERSITY. Educational background includes higher secondary science from S.S College and early education at Sishu Bikash Vidyapit.

The Assam Rural Infrastructure and Agricultural Services (ARIAS) Society is promoted by Government of Assam (GoA) and is mandated with the responsibility to monitor, manage and coordinate World Bank aided projects mainly in the domains of agriculture, agribusiness, rural infrastructure, citizen services etc. The Society has already successfully completed two World Bank aided projects ie Assam Rural Infrastructure and Agricultural Services Project (ARIASP) from 1995 to 2004 and Assam Agricultural Competitiveness Project (AACP) from 2005 to 2015 (with additional financing). Both these projects have been rated satisfactory (one of the rare distinctions in World Bank Projects). Presently, Assam Citizen Centric Service Delivery Project (ACCSDP) is on going and another project i.e. Assam Agribusiness & Rural Transformation Project (APART) is going to start implementation very soon (most likely in October, 2017)
