Ying Wagner

Ying Wagner, CPA has a diverse work experience in the field of taxation and accounting. Starting in 2009, Ying worked as a Staff Accountant at Moss Adams LLP, where they prepared federal and state income tax returns for corporations and assisted in the examination of financial statements for healthcare industries.

In 2010, Ying joined the Arizona Department of Revenue as a Tax Analyst II, where they performed examinations and audits of corporate taxpayers, analyzed federal tax returns, and ensured compliance with state tax laws. Ying also conducted field audits and examinations at taxpayers' headquarters for multiple year audits.

Ying then worked at BDO USA, LLP as a Tax Associate, preparing federal and state income tax returns for corporations and researching tax issues to respond to clients' inquiries. Ying coordinated with BDO's audit and tax departments to gather important financial statements and audit findings for accurate tax filings.

In 2013, Ying worked at the Arizona Public Service (APS) as a Federal Tax Analyst II. Their responsibilities included gathering financial information, analyzing and organizing it for federal and state income tax return preparation. Ying also ensured compliance with tax laws, regulations, and procedures.

Ying returned to the Arizona Department of Transportation in 2013 as a Revenue Field Auditor II of the Rental Surcharge Unit. Their tasks involved conducting rental vehicle surcharge audits to ensure compliance with state laws and policies. Ying planned and performed field audits, developed audit programs, and reconciled surcharge revenue.

In 2014, Ying rejoined the Arizona Department of Revenue as a Corporate Income Tax Audit Manager. Ying managed a team of revenue field auditors and provided technical support for determining tax liabilities and refunds. Ying also communicated legal positions on encountered issues and participated in tele-conferences with various stakeholders.

Ying's next role was at the Arizona Department of Transportation as a Fuel Tax Audit Manager (later reclassified as Audit Supervisor). Ying supervised senior auditors conducting fuel tax audits and ensured compliance with audit programs and documentation. Ying also utilized AMS software to standardize the audit process and reporting.

Currently, Ying works at the Arizona Department of Revenue as a Corporate Income Tax Audit Administrator. Ying leads a team in performing corporate income tax audits and resolving protests and refund claims. Through their leadership and negotiation skills, Ying has successfully collected significant amounts of revenue for the department.

Ying Wagner, CPA has a Bachelor of Arts (B.A.) degree in English for Education from Soochow University (CN), which they obtained from 1999 to 2002. Ying then pursued a Post-Baccalaureate Certificate in Accountancy at Arizona State University from 2006 to 2008. Continuing their education, they went on to acquire a Master's degree in Master of Taxation from the same university, completing it in 2009.
