Emily Baldwin (Mooney)

Emily Baldwin (Mooney) serves as the Advocacy Manager for Criminal Justice at Arnold Ventures since May 2023. Prior experience includes roles as Senior Policy Manager and Policy Manager at REFORM Alliance from March 2021 to April 2023, and various positions at R Street Institute between May 2018 and March 2021, encompassing Manager, Criminal Justice and Civil Liberties Fellow, and Criminal Justice Policy and Research Associate. Additionally, Emily has worked as a Graduate Teaching Assistant and Graduate Grader at the University of Virginia Frank Batten School of Leadership and Public Policy from August 2017 to May 2018, and held several roles during studies at the University of Virginia, including Resident Advisor. Other notable positions include Independent Juvenile Justice Researcher at Prison Fellowship, Policy Services and Outreach Intern at The Heritage Foundation, and Creative and Operations Intern at HSP Direct. Emily Baldwin holds a Master of Public Policy from the University of Virginia Frank Batten School and a Bachelor of Arts in Foreign Affairs from the University of Virginia.
