Rev. Dr. Phelps is a retired American Baptist pastor with 39 years of service in Aroostook County Baptist churches. He currently serves as a chaplain of Northern Light Health AR Gould Hospital. He lives in Presque Isle with his wife Carolyn. He has two children and four grandchildren. He has served on the Agency Board since 1996.

Since 1973, the agency has served as a resource, helping people to access information and services, while also advocating to assure the rights they all value are respected.
