David Blackwell has extensive experience in facilities management and compliance, currently serving as Contract & Site Services Manager at Arqiva since September 1998. In this role, David oversees the operational management of site facilities, building maintenance, and statutory compliance for 9000 technical sites, ensuring safety and environmental protection while maintaining Arqiva's reputation. David has successfully led the transition to a direct supplier partnership delivery model, achieving significant cost savings and improved performance. Previously, David held positions as Compliance & Performance Manager and Technical Standards Manager, contributing to commercial and financial management as well as statutory compliance within the Arqiva portfolio. David's career also includes a role as Telecom Design Manager at Powell Tolner & Associates. Armed with a Bachelor's Degree in Civil Engineering from the University of Hertfordshire, obtained in 1993, David brings a strong educational foundation to the telecommunications industry.
