Etienne Koeppel is a seasoned professional in program development and human rights advocacy, currently serving as the Senior Program Development Officer at ARTICLE 19 since January 2020. In this role, Etienne leads the Innovation Incubator, develops program strategies, and enhances income diversification. Previous experience includes positions at Freedom House as a Senior Program Associate, where responsibilities included vetting cases of human rights defenders and drafting reports, as well as earlier roles at Search for Common Ground and A2 Policy Advice. Academic credentials include a Master of Science in Conflict Studies from The London School of Economics and Political Science and a Bachelor of Arts in Political Science and Economics from McGill University.

ARTICLE 19 envisages a world where people are free to speak their opinions, to participate in decision-making and to make informed choices about their lives For this to be possible, people everywhere must be able to exercise their rights to freedom of expression and freedom of information. Without these rights, democracy, good governance and development cannot happen. We take our name from Article 19 of the UDHR: “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive, and impart information and ideas through any media and regardless of frontiers.”
