Luís Almeida is a public sector management specialist at the Asian Development Bank (ADB) since March 2024, with extensive experience in public finance and climate change. Previously, Luís served as deputy team leader and climate change lead in the Public Finance and Tax Department at the Foreign, Commonwealth and Development Office from March 2019 to April 2024. Luís also held roles at The World Bank as a regional adviser and public finance short-term consultant, and at the Ministry of Finance in Ethiopia as a tax policy adviser. Other significant positions include public financial management legal adviser for the Ministry of Finance in Timor-Leste, partner at Lugna Consulting, tax consultant at Deloitte, and junior lawyer at Abreu & Associados. Luís holds a postgraduate degree in public financial management from SOAS University of London, a master’s degree in law and business from Católica Lisbon School of Business and Economics, and a degree in law from Faculdade de Direito da Universidade de Lisboa.
