Philip Chan

Philip Chan is an experienced international development and governance specialist currently serving as Principal Evaluation Specialist at the Asian Development Bank since March 2019. With a robust background in extractive sector governance and program management, Philip has held various advisory roles at the United Nations Office for Drugs and Crime, including Independent Consultant and Senior Advisor positions. Previous engagements include work with Agriteam Canada Consulting Ltd. and Adam Smith International, along with significant roles at The World Bank and the Canadian International Development Agency. Philip's academic credentials include a Master's in Public Administration from Harvard Kennedy School, an MSc in Public Economic Management from the University of Birmingham, and a BA in Comparative Politics/International Relations from the University of Waterloo.
