Thomas Clark

General Counsel at Asian Development Bank

Thomas Clark is currently the General Counsel at the Asian Development Bank. Prior to this, they served as Managing Director and Co-Head of Americas Public Policy at BlackRock from June 2018 to June 2020. In this role, they led a team of professionals in positively influencing policy that would affect the firm's business and clients. Thomas also represented the firm to local and national governments on proposed legislation and regulation, and was responsible for engagement and thought leadership with key stakeholders.

Prior to joining BlackRock, Thomas was Executive Counsel for Government Affairs and Policy for GE Capital in the U.S. and globally from May 1996 to June 2018. In this role, they developed and executed strategies for engagement with governments, regulators, and multilateral organizations.

Thomas began their career as an attorney at Wilmer, Cutler and Pickering (now WilmerHale) from April 1992 to May 1996, before moving to Sullivan & Cromwell LLP from September 1990 to March 1992. Thomas then served as a law clerk to Hon. James L. Buckley on the U.S. Court of Appeals for D.C. Circuit from August 1989 to August 1990.

Thomas Clark attended Phillips Exeter Academy for high school. Thomas then went on to Harvard University for their bachelor's degree in government. After Harvard, they attended Columbia Law School for their Juris Doctor in banking, corporate, finance, and securities law as well as constitutional law.

Their manager is Masatsugu Asakawa, President. Some direct reports include Catherine Marsh - Assistant General Counsel, Kwai-Pik Ngai - Assistant General Counsel, and Kori Emzita - Assistant General Counsel.
