Kay Joubert

Director, Northern Tier Shelter Initiative at ASPCA

Kay Joubert serves as the Director of the Northern Tier Shelter Initiative at ASPCA since February 2019 and has been a member of the Society of Animal Welfare Administrators since 2011. Previously, Joubert held the role of Vice President on the Board of Directors for the Washington Federation of Animal Care and Control Agencies from January 2010 to December 2019, currently chairing its Legislative Committee. Joubert directed the Companion Animal Services Department at PAWS - Progressive Animal Welfare Society from August 1995 to February 2019, overseeing the management of approximately 4,000 cats and dogs annually. Additionally, Joubert participated as a member of the Companion Animal Advisory Council for the Humane Society of the United States from March 2013 to March 2018, and served as Vice President on the Board of Directors for the Washington Alliance for Humane Legislation from January 2013 to December 2015. Joubert holds a Bachelor's degree in Political Science and Government from Washington State University, earned between 1982 and 1986.
