Stephen N. Gordon is an accomplished legal professional with extensive experience in regulatory and safety matters within the transportation sector. Currently serving as Associate General Counsel - Safety for the Association of American Railroads since October 2022, Stephen provides legal counsel on rail safety issues, compliance with antitrust laws, and supports advocacy efforts for AAR members. Previously, Stephen held key positions at the Pipeline and Hazardous Materials Safety Administration, including Associate Administrator and Assistant Chief Counsel for Regulatory Affairs, where leadership was provided in various areas including rulemaking and performance management. Stephen's legal career began as a Senior Trial Attorney at the Federal Railroad Administration, focusing on rail transportation safety regulations, and earlier involved litigation practice as an Associate at Melkus, Fleming & Gutierrez. Stephen holds a Doctor of Law degree from Georgetown University Law Center and a Bachelor of Arts in Economics and Political Science from the University of Florida.
