Michael J. Rosenfeld

Michael J. Rosenfeld is the Senior Vice President and Chief Operating Officer at ATCS, P.L.C. Prior to joining ATCS, P.L.C., Michael served as the Project Controls Manager/District Construction Engineer for the Virginia Department of Transportation from January 2004 to December 2008. Michael began their engineering career at CTE - AECOM in January 1994 as a Transportation Engineer and worked there until December 2003.

Michael J. Rosenfeld received their Bachelor of Science in Civil Engineering from the University at Buffalo. Michael went on to receive their Master’s Degree in Civil Engineering from Manhattan College.
