David Howard is a board member at Autonomy Institute. David has also served as a member of the corporate advisory board at Amicus.io and as chief deputy secretary at NCDOT.
At NCDOT, David spearheaded the development of an accountability dashboard to better utilize data in addressing customer services concerns and service time delivery in driver license offices across the State. David also selected to lead the Secretary’s work group ‘Preparing for Future Technologies’, to assess and map out the State’s approach to utilizing and regulating unmanned aerial systems and establishing policies and infrastructure for connected and automated vehicles. Additionally, David led and supported efforts during their tenure by the NC Rail Division to modernize the State’s rail assets that resulted in the agency receiving over $225M in grants from USDOT. Finally, they championed and led effort to better leverage a consortia of university resources that understand and continually assess strategic needs and focus on transportation workforce recruitment and development.
David Howard studied sociology as an undergraduate at the University of North Carolina at Charlotte. David then went on to complete a fellowship at the North Carolina Institute of Political Leadership. David is also certified as a Housing Development Finance Professional (HDFP) from the National Development Council.
