Ken Kimmell

Ken Kimmell serves as the Chief Development Officer at Avangrid Renewables since January 2022, focusing on offshore wind development and leading a team to secure necessary approvals and public support for projects. Previously, Kimmell was the President of the Union of Concerned Scientists from May 2014 to December 2020, where responsibilities included fundraising, advocacy, and strategic direction, resulting in significant organizational growth. As Commissioner of the Massachusetts Department of Environmental Protection from January 2011 to March 2014, Kimmell directed an 800-person agency with a $100 million budget. Additionally, Kimmell was General Counsel for the Massachusetts Executive Office of Energy and Environmental Affairs from February 2007 to January 2011, where a key achievement included advocating for the Wind Energy Siting Reform Act. Kimmell holds a JD from UCLA School of Law and a BA from Wesleyan University in Economics and Political Science.
