Carol Brigham

MD, Retail Payments Supervision at Bank of Canada

Carol Brigham was appointed Managing Director, Retail Payments Supervision (RPS), effective December 15, 2021. In this role, she works closely with the Executive Director to develop this new RPS function and deliver on the Bank’s mandate to supervise retail payment service providers (PSPs). Under this mandate, the Bank is responsible for supervising PSPs to protect end users and help ensure the safety and reliability of PSP services.

An expert in payments and oversight, Ms. Brigham brings to her current role several years of international and domestic banking experience. She joined the Bank in 2011 and has since held several senior positions, including Deputy Managing Director, Financial Markets Department and, most recently, Managing Director, Banking and Payments Department. As part of the senior leadership team that managed the department responsible for the Bank’s financial market activities, she was closely involved in the Resilience for Market and Banking Operations Program and the Financial Markets and Banking Operations project.

Ms. Brigham graduated with Bachelor of Science in mathematics from the University of Ottawa and holds a Chartered Professional Accountant designation.
