Rhys Phillips has extensive experience in senior roles within the Bank of England, currently serving as the Governor's Private Secretary since April 2012, providing critical support to Governor Bailey and the deputy governors. Previously, Rhys led the Sterling Markets division, implementing monetary policy decisions and managing the Bank’s sterling bond portfolio, particularly during the Covid-era. Other notable positions include Head of Division for Banks Resilience, Financial Policy Assistant to the Governor, and Senior Manager for PRA major banks supervision. Rhys also served as a Trustee at St Andrew's Club and held various roles at the Financial Services Authority and HM Treasury. Rhys holds a BSc (Hons) in Economics and Politics from the University of Bath and is currently pursuing an Executive MBA at the University of Exeter.
