Elsa Allman serves as the Deputy Head of the Climate Change Center at Banque de France and as a Senior Advisor to the Head of the NGFS Secretariat at the Network for Greening the Financial System since January 2023. Previously, Elsa worked as a Climate Finance Expert at the French Prudential Supervisory Authority from June 2021 to February 2023. From August 2016 to June 2021, Elsa was a Ph.D. Scholar at Baruch College. Elsa's early career includes roles as an International Banking Regulatory Expert and Banking Regulation Methodologist at the Autorité de contrôle prudentiel and Banque de France, respectively. Elsa holds a Doctor of Philosophy in Finance from Baruch College, a Master 2 in Public Policy and Development from the Paris School of Economics, and a Master in Security Markets, Commodity Markets, and Risk Management from Université Paris Dauphine - PSL.
