Rachel Lockett

Rachel Lockett, M.S., currently serves as a Planning Commissioner for the City of Richmond, California, providing expertise in land use and fostering partnerships to enhance economic and environmental goals in the community. With an extensive career at BART since 1996, Rachel has held multiple roles culminating in the position of Senior Operations Supervisor, overseeing multi-million dollar projects and ensuring compliance with safety regulations while enhancing operational efficiency. Rachel’s earlier experiences include coordinating support services for disabled students at the University of California, Berkeley, and conducting research with the U.S. Department of Agriculture. Rachel's educational credentials include a Master's in Business Administration with a focus on Transportation Management from San José State University, a BA in Clinical Psychology from San Francisco State University, and an Executive Construction Project Management degree from Columbia Engineering.
