Richard Gallas, P.E., CFM, currently serves as the Municipal Services Department Manager and Senior Municipal Services Engineer at Baxter & Woodman since September 2018, providing municipal engineering services and acting as a part-time staff engineer for a local municipality. Previously, Richard held leadership roles including Director of Public Works and Engineering for the Village of South Elgin and the City of Wood Dale, overseeing significant departments and capital programs. Richard also held the position of Assistant Director of Public Works for the City of St. Charles, managing extensive departmental operations. Earlier career experiences include roles at Williams Construction Management, MWH Global, and Weston Solutions, where Richard managed substantial projects and large teams. Academic qualifications include a Bachelor of Applied Science in Civil Engineering from the University of Wisconsin-Milwaukee, an MBA in Project Management, and a Master's in Public Administration from Keller Graduate School of Management of DeVry University.
