Paul Leary began their work experience in 1986 as a Banker at Lloyds Banking Group, where they held multiple branch and regional roles. Paul achieved top national rankings during their tenure. In 2002, they joined the Jersey Financial Services Commission as a Senior Compliance Manager, where they implemented a risk-based approach to supervision and developed systems for consistent risk measurement. From 2005 to 2008, Paul worked at BakerPlatt as a Director of Compliance Advisory Services, offering consulting packages and delivering courses on corporate governance and compliance risk management. Paul then joined Bedell as the Head of Risk, where they implemented a risk-based approach to anti-money laundering controls and led the business resilience program. From 2016 to 2020, they served as the Chief Risk Officer at Ocorian, establishing and maintaining risk management practices to support the firm's objectives. Paul also conducted assessments of various businesses within the company. Currently, Paul is the Head of Risk and Compliance at Bedell Cristin, a position they have held since 2020. Additionally, from 2016 to 2023, they served as the Chairman of the Jersey Depositors Compensation Scheme Board, leading the board in meeting statutory objectives and managing relationships with various stakeholders.

Paul Leary attended Arch Bishop Holgate's Grammar School from 1982 to 1984, where they studied A Levels. Paul later pursued a Master of Business Administration (MBA) at The Open University, focusing on Strategy, Creativity in the workplace, Marketing, and Managing Change.
