Lowry Crook

Lowry Crook is a Partner at Best Best & Krieger LLP, specializing in advising public and private clients on water infrastructure, the Clean Water Act, environmental review and permitting, ecosystem restoration, and disaster resilience. Crook previously served as Principal Deputy Assistant Secretary of the Army for Civil Works, directing the Army Corps of Engineers' $6 billion Civil Works program and regulatory initiatives to protect U.S. waters. Additional experience includes roles as Deputy Chief of Staff at the White House Council on Environmental Quality, Chief of Staff at the Federal Maritime Commission, and Counsel at WilmerHale, where expertise encompassed environmental law, regulatory frameworks, and complex litigation.
