Rebecca Andrews

Rebecca Andrews is an accomplished attorney currently serving as Assistant General Counsel at the Port of Houston Authority since March 2024. Prior to this role, Rebecca has been a partner at Best Best & Krieger LLP since September 2010, specializing in helping clients navigate state and federal environmental permitting and compliance, negotiating discharge permits and enforcement actions, and establishing environmental compliance programs. Rebecca's legal experience includes clerking at the California Court of Appeals and the U.S. District Court. Rebecca holds a Juris Doctor degree from the University of San Diego School of Law and possesses advanced and undergraduate degrees from Emory University and Seattle Pacific University.
