Bi-State Development (BSD) is a dynamic and multi-faceted resource for economic development in the St. Louis region. Since 1950, we have partnered with private and public organizations on hundreds of projects that have created thousands of jobs on both sides of the Mississippi River. Metro Transit: Metro Transit is the St. Louis region’s public transportation system, which includes MetroBus, a fleet of nearly 400 clean-burning diesel and battery-electric buses; a 46-mile MetroLink light rail system; and the Metro Call-A-Ride paratransit service with 125 wheelchair-lift equipped vans.  

Gateway Arch Riverfront: BSD has been instrumental in the creation and operation of key tourism, recreation projects and assets at the Gateway Arch and along the St. Louis riverfront, and operates the Gateway Arch tram system, Riverboats at the Gateway Arch, and Gateway Helicopter Tours, and with its partners, is helping enhance one of the region’s top tourist destinations.

St. Louis Downtown Airport: Located just minutes from downtown, St. Louis Downtown Airport (KCPS) is the region’s second busiest general aviation airport and a perfect option for safe, convenient and private aviation services.

St. Louis Regional Freightway: The St. Louis Regional Freightway was established with the mission of optimizing the St. Louis region’s network of freight transportation infrastructure and advancing the bi-state area’s position as a premier freight gateway and multimodal hub. The Freightway plays a critical role in the growth of the region’s manufacturing and distribution sector.

The Safety and Compliance team at Bi-State Development is responsible for ensuring the safety and adherence to regulatory standards across all BSD operations. This team develops and implements safety protocols, conducts training and compliance assessments, and collaborates with various departments to foster a culture of safety and well-being. Their expertise spans areas such as employee wellness, supplier diversity, corporate security, and transit safety, ensuring that all projects and services meet legal and industry safety standards while promoting a secure environment for staff and the community.
