Elena Muehlenbeck has a diverse and extensive work experience. Elena started their career in 2002 at the United Nations Foundation as an Accounting Analyst. Elena then moved on to the Elizabeth Glaser Pediatric AIDS Foundation in 2005, where they served as an Accounting Manager for four years. In 2009, Elena joined the New America Foundation as an Assistant Controller.
After that, Elena joined the Bipartisan Policy Center in 2011 as a Controller/Director of Finance. Elena held this position until 2015, after which they took on the role of Vice President, Finance and Administration at the same organization until July 2023. Starting from June 2023, Elena is currently working as the Chief Financial Officer at the Bipartisan Policy Center.
Elena Muehlenbeck has a diverse education history. In 1999, they obtained a Bachelor of Arts (BA) degree in Linguistics and Intercultural Communication from Nizhny Novgorod State Linguistic University. Following that, they pursued a Master of Science (MS) degree in Management and Accounting from the University of Maryland Global Campus, which they completed in 2010.
In 2018, Elena attended the Harvard Extension School, where they participated in a Leadership Program. Later on, in 2023, they enrolled in the Stanford University Graduate School of Business for Executive Education, which they completed in the same year. During their time at Stanford, they also obtained a certification in The Emerging CFO: Strategic Financial Leadership Program.
These educational experiences indicate that Elena is committed to advancing their knowledge and skills in various areas of expertise, including linguistics, intercultural communication, management, accounting, leadership, and strategic financial leadership.

Founded in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole and George Mitchell, the Bipartisan Policy Center (BPC) is a non-profit organization that drives principled solutions through rigorous analysis, reasoned negotiation and respectful dialogue. With projects in multiple issue areas, BPC combines politically-balancedpolicymaking with strong, proactive advocacy and outreach.As the only Washington, DC-based think tank that actively promotes bipartisanship, BPC works to address the key challenges facing the nation. Our policy solutions are the product of informed deliberations by former elected and appointed officials, business and labor leaders, and academics and advocates who represent both ends of the political spectrum. We are currently focused on health, energy, national and homeland security, the economy, housing, immigration, and governance.BPC is committed to seeing our policy solutions enacted by lawmakers. Through the Bipartisan Policy Center Advocacy Network (BPCAN), our (c)(4) affiliate, we engage in advocacy and strategic outreach and education to bolster the legislative center and support efforts that bring Republicans and Democrats together on the difficult issues facing the country.While a healthy, civil debate among those with differing viewpoints is an essential component of our democracy, the current partisan tone in government is impeding progress. Through the Democracy Project and events like Bridge-Builder Breakfasts, political summits and timely policy discussions, BPC is fostering an ongoing conversation about how to overcome political divides and help make our government work better.
