Jay Testa

Jay Testa serves as the Executive Director of Strategy & Business Development at Black River Systems Company since July 2021. With a long-standing career in the United States Marine Corps Reserve, Jay Testa is currently a Senior Collection Management Officer while previously holding the position of METOC Officer. At L3Harris Technologies, Jay Testa worked as a Principal Program Manager from March 2019 to June 2021, following a role as U.S. Government GEOINT Programs Manager at Airbus U.S. Space & Defense, Inc. Prior to these positions, Jay Testa spent several years at Leidos/HT Innovations as a Navy TENCAP GEOINT SME and Project Manager and at SAIC in various capacities including Program Manager and Senior Intelligence Analyst. Jay Testa also served as a Provisional Security Company Executive Officer during a tour with the United States Marine Corps. Educational qualifications include an MBA in Innovation and Entrepreneurship from Drexel University and multiple degrees from Marine Corps University and Mississippi State University, culminating in a BS in Geoscience.
