Paul Russell has over 27 years of work experience in various roles. From 1993 to 2003, they worked as the Operations Manager at the Australian Industry Group in Queensland. From 2003 to 2009, they were the Director of the Information Industries Bureau, Department of Tourism, Regional Development & Industry. From 2009 to 2012, they were the Executive Director of Digital Economy & Productivity at the Department of Science, Information Technology & Innovation (DSITI). From 2012 to 2016, they were the Executive Director of Innovation Programs and Engagement at the Department of Innovation and Tourism Industry Development. In 2020, they became the Business Development Advisor for CyberMetrix and the Managing Director for Paul Russell Business Networks Pty Ltd, where they provide advice and support to Queensland businesses and innovators looking to better engage with and do business with government agencies and large corporations. In 2021, they became the Business Development Advisor for BlockTexx and SkyNet Satellite Communications. Finally, in 2022, they became the Special Advisor for Khemistry.

Paul Russell obtained a Company Director's Diploma from the Australian Institute of Company Directors in 2010. Paul also attended the 9th Commonwealth Studies Conference in 2003. Between 1982 and 1988, they earned an MBA in Corporate Strategy from The University of Queensland. Finally, they obtained a Business degree in Public Administration from QUT (Queensland University of Technology) between 1977 and 1980.
