Rafael Garcia has a diverse work experience spanning multiple industries and roles. Rafael most recently served as the Vice President - Engineering and Business Technology at Blue Cross Blue Shield of Massachusetts. Prior to that, they worked as the Director of Digital Services at Aflac. Before transitioning into the healthcare and insurance sector, they held the position of Chief Technology Officer at DSR Technology Group, LLC. Rafael also spent a significant portion of their career at Hewlett Packard Enterprise and its predecessor, HP. During this time, they held various leadership positions, including Acting Vice President - R&D IT and Director of R&D IT - Emerging Technologies. In these roles, Rafael spearheaded the implementation of Agile and DevOps methodologies, resulting in significant improvements in cycle time and defect reduction. Rafael also led the development and introduction of new technologies and methodologies to the software engineering teams. Prior to joining HP, Rafael held several managerial roles in the areas of business intelligence and operations support engineering.
Rafael Garcia obtained their Bachelor of Arts degree in Finance from Kennesaw State University, where they studied from 1989 to 1994. In addition to their formal education, they also completed several certifications. In October 2018, they obtained certifications in "Fundamentals of Neuroscience - Part 2" and "Fundamentals of Neuroscience, Part 1" from edX, specifically from HarvardX. Furthermore, in April 2015, they completed a program on "Leading Innovative Change" offered by the University of California, Berkeley, Haas School of Business in collaboration with ExecOnline, Inc.
