David Duttlinger

David Duttlinger is an experienced leader in both military and community development sectors. Currently serving as the Deputy Commander of the Naval Construction Force at the Navy Expeditionary Combat Command, David also holds the position of Executive Director at the Bluegrass Area Development District, a role maintained since May 2007, alongside serving as Director of Community and Economic Development. Previous roles include Deputy Commander at the Naval Facilities Engineering Systems Command from October 2022 to September 2023 and Commander of the SEVENTH Naval Construction Regiment from November 2020 to October 2022. David's educational background includes a Bachelor of Science in Civil Engineering from Vanderbilt University, a Master of Science in Environmental Engineering from Stanford University, and a Master of Public Administration in Public Finance from the Martin School of Public Policy and Administration.
