Jonathan Lilley possesses a robust background in marine studies and education policy, with extensive experience in various roles across esteemed organizations. Currently, Jonathan serves as a Program Analyst at the Bureau of Ocean Energy Management since September 2019. Prior to this, Jonathan was a Federal Program Officer and Knauss Fellowship Manager at Sea Grant, where responsibilities included leading educational initiatives within the National Sea Grant Office. Previous roles include Education Specialist at NOAA, where Jonathan supported ocean education programs, and Postdoctoral Research Fellow at the Potsdam Institute for Climate Impact Research, managing a significant EU project. Jonathan's academic credentials include a Ph.D. in Marine Studies from the University of Delaware and a Master's degree in Coastal and Marine Resource Management from the University of Portsmouth.

The Bureau of Ocean Energy Management, a bureau in the U.S. Department of the Interior, is the Federal agency that manages the nation's natural gas, oil and other mineral resources, and the development of offshore renewable energy on the outer continental shelf (OCS). The program is national in scope and is headquartered in Washington, D.C. Regional offices are located in New Orleans, Louisiana.; Camarillo, California, northwest of Los Angeles; and Anchorage, Alaska.
