Policy Strategist & Industry Foresight Lead, Enterprise Risk Management at Bonneville Power Administration

Joshua Binus has a diverse work experience. Joshua worked at the Bonneville Power Administration from 2012 to the present, initially as a Policy Analyst and later as a Policy Strategist & Industry Foresight Lead. In these roles, they developed corporate and industry foresight functions, facilitated strategy roadmapping efforts, and supported performance management efforts. Binus also worked as an Adjunct Instructor at Portland State University from 2005 to 2018. Joshua served as a Public Utility Specialist and later as a Policy Analyst at the Bonneville Power Administration from 2008 to 2012 in the field of energy efficiency planning. Prior to that, they worked as an Independent Contractor from 2004 to 2008 and as a Political Campaign Grunt, Field Manager, Director, and Consultant from 1995 to 2008. Binus also gained experience as a Researcher & Writer at the Oregon Historical Society from 2000 to 2006, as an Editorial Fellow at the Pacific Historical Review from 2002 to 2004, and as a Historical Interpreter & Park Ranger at the National Park Service from 2000 to 2003.

Joshua Binus has a strong education background with a focus on history and technology management. Joshua completed their Bachelor of Science and Master of Arts degrees in American Environmental History and History of Science, with a particular emphasis on the development of the U.S. West's electrical grid and the history of the Pacific Northwest/Columbia River Basin. Joshua obtained these degrees from Portland State University between 1999 and 2008.

In 2004, Joshua also obtained a certification in Archive Management from Portland State University's Department of History. Later, in 2010, they acquired a certification in Website Development and Design from Portland Community College.

Currently, Joshua is pursuing a Ph.D. in Technology Management from Portland State University's Engineering and Technology Management Department, with an expected completion date in 2020. Joshua has also obtained a certification in Energy Management and Policy from Portland State University's Hatfield School in 2017.
