Susan Armstrong has extensive experience in municipal management, currently serving as Borough Manager for the Borough of Carlisle since September 2016, and previously holding the role of Assistant Borough Manager. Prior to this, Susan was the Borough and Water Authority Manager for the Borough of Greencastle from September 2012 to September 2016, overseeing municipal operations and managing potable water distribution for a customer base of approximately 2,300. Additionally, Susan was the Assistant Manager for Carlisle Borough from June 2001 to September 2012 and worked as Office Manager for Guilford Township/Water Authority from March 1988 to June 2001. Susan holds an Associate's Degree in Business Administration and Management from Hagerstown Community College.
