Joanne McMahan has held various leadership roles throughout their career. From 1992 to 1998, they served as the Associate Director of the Purchase of Service Office at the Massachusetts Department of Public Health. In 1994, they joined the Commonwealth of Massachusetts as the Deputy Commissioner/Chief Operating Officer until 2005. During this time, they were responsible for overseeing direct service and healthcare programs and monitoring service delivery methods. In 2004, McMahan briefly acted as the Acting Commissioner for the Massachusetts Office of Child Care Services, where they ensured the health and safety of children and administered the state's childcare subsidy system. Finally, from 2005 to present, they have worked at Boston Senior Home Care, first as an Associate Director and later as the Chief of Compliance, Quality Assurance, and Development. In these roles, they directed and managed quality assurance activities, supervised the agency's contract unit, and oversaw residential supportive housing programs.
Joanne McMahan completed their Bachelor of Science degree in Sociology/Psychology at Worcester State University. Joanne then pursued a Master's degree in Public Administration at Clark University, which they completed from 1989 to 1994. Joanne also obtained a Certificate in Government Auditing from UMass Boston's Donohue Institute in May 1998.
