Mark Holtzman is the current President & CEO at Boys & Girls Clubs of the Coastal Plain. Prior to this, they served as the Chief of Police for the City of Greenville, NC from January 2015 to September 2022. During their time as Chief of Police, Holtzman made it a priority to focus on community oriented policing and crime reduction. Mark expanded the outreach efforts of the police department to include more underrepresented groups in the community and created a “Traffic Safety Task Force” to address concerns around pedestrian and bicycle safety. As a result of their efforts, motor vehicle crashes in the city were reduced by 9% and pedestrian injuries were reduced by 37%. Holtzman was also responsible for the development, implementation, and compliance of policies for all aspects of police operations. Mark successfully oversaw the re-accreditation of the department by the Commission on Accreditation of Law Enforcement Agencies (CALEA) in 2019.

Mark Holtzman has a Master of Public Administration (MPA) from the University of Baltimore in Public Administration, a Bachelor of Science (BS) from the University of Baltimore in Criminal Justice, and an Associate of Arts (A.A.) from Hagerstown Community College in Administration of Justice. Mark is certified by FEMA in National Incident Management System + Incident Command System and by the FBI National Academy in Executive Leadership / Criminal Intelligence.
