Michael W. Brooks is a Partner at Bracewell. Michael focuses their practice in the areas of energy, commodities and derivatives law and represents energy companies and commodity trading companies in a wide variety of regulatory, compliance and enforcement matters.

Brooks has extensive experience advising clients on compliance with federal rules and regulations governing the trading, ownership and transportation of energy commodities. Michael routinely conducts internal compliance reviews and trainings, works with clients to develop effective compliance programs, and collaborates with commercial teams to structure large commodity transactions and acquisitions to comply with relevant regulations. In addition to their work in the energy sector, Brooks also advises clients on the CFTC’s regulation of non-energy commodities, including agricultural commodities, and regarding the U.S. Federal Trade Commission’s (FTC) petroleum market manipulation regulations.

Prior to joining Bracewell, Brooks was an attorney at Sutherland Asbill and Brennan LLP from September 2005 to May 2011. Before that, they served as a Congressional Aide for Congressman Bill Pascrell from January 2001 to December 2002. Earlier in their career, Brooks was an American Government Teacher at Baltimore County Public Schools from August 1998 to June 2001.

Michael W. Brooks has a BA in Government from William & Mary and a law degree from George Mason University - Antonin Scalia Law School.
